DSEAR Compliance Regulations require Employers to undertake an assessment of risk associated with their work activities, or manufactured products that could present a risk of a fire or explosion, and would then subsequently need to consider the introduction of “ special precautions”, in relation to the control of potential ignition sources.
The DSEAR Compliance assessment looks critically at the characteristics of any workplace materials, solids, or liquids, or gases, in order to determine:
The ways in which uncontrolled releases could occur.
The quantity, and its material characteristics, flammability, vapor density, a flashpoint that would affect its material behaviour to forming a potentially flammable and explosive atmosphere.
To assess the likelihood of such a release, and the consequences when in the presence of an ignition source.
To make recommendations necessary in order to meet the hierarchical principles of DSEAR Regulations.

The Dangerous Substances and Explosive Atmospheres Regulations (More commonly referred to as DSEAR) require employers to carry out the following actions at a minimum:
